16.    ADMINISTRATOR’S REPORT

17.    REQUESTS AND MOTIONS BY COUNCIL MEMBERS

 

  • Councilor Dill inquired about the status of a Disabilities and Special Needs Board member. He then withdrew his request to bring forward a motion regarding the Disabilities and Special Needs Board and expressed his satisfaction with the Chairman having called for a public hearing and a meeting with the Disabilities and Special Needs Board.

 

  • Councilor Baldwin stated the intent was to have a meeting with the board members at a time that was convenient to them.

 

  • Councilor Norris requested an orientation process, with a focus on ethics, be made a part of the process for newly appointed board members.

 

  • Councilor Seman stated SCTAC ended the Fiscal Year 2011 with a bond debt service coverage ratio of 1.49, which is 24 points above the ratio required by the bond covenants. It is their highest ratio since they began issuing bonds in 1991 and it enhanced their ability to bond future economic development projects.  She then requested the Administrator or Attorney to review all board and commission applicants to see if their qualifications met with the County’s policy that was discussed to see if anyone else was out of compliance with the County’s ordinance.

 

  • Councilor Rawls stated he and the Chairman attended the ground-breaking of the new VA Clinic on Grove Road. He stated the new facility would be 78,000 square feet and would keep the local veterans from having to go to Columbia or Asheville.

 

  • Councilor Payne requested the County Attorney draft an ordinance amending County Ordinance, Section 5,

               2-83, Applicable State Ethics guidelines. He then stated at the next meeting, he would be presenting a     

               proclamation to Habitat for Humanity for having built their 300th home in Greenville County since 1985.

 

  • Councilor Meadows wished Joel Dill a Happy Birthday.
